Table pagination isn't visible on initial page load

The pagination control on the transactions table is sticky, but only appears when scrolling up from the bottom of the page. On initial page load it's not visible at all.

If you scroll the table independently of the page, you may not realize pagination exists — leading to thinking data is missing when it's actually just on a later page.
