Data import: page refresh briefly shows the "upload a file" view before restoring state

When the data import flow is in progress and I refresh the page, my state is preserved (good!), but before it loads, the page briefly shows the "upload a file" display as if there were no previous state.

It should show a loading indicator instead — especially since the URL has an import_id param indicating there's something to load.
