Add an initial balance field to manual account creation

When creating a manual account during data import, let me set an initial balance directly in the account creation flow.

Today the workaround is: account is created with zero balance, then I add a manual "deposit" transaction with the starting balance. A field in the creation modal that does the same thing internally would save the extra step.
